For Moroccan companies and international organizations working with them, reinforcing an IT team should start with a delivery question: what capability is missing, and who will own the result? Recruiting a permanent engineer, adding external specialists and outsourcing a defined project solve different problems.
This guide proposes a practical decision framework: establish the need, choose the operating model, assess people consistently and agree the safeguards before work begins.
Read the market context without assuming talent availability
The ministry’s Digital Morocco 2030 presentation connects the national strategy with digital talent, startups and outsourcing and digital exports. That is relevant context for workforce planning, but it is not evidence that a particular senior developer is available at a particular price. Validate availability, technical depth and working-language proficiency through the actual selection process.
Choose the model around ownership
Use the following as a purchasing framework, not as legal classifications or universal rules.
- Direct hiring: consider it for enduring responsibilities such as product ownership, architecture and maintenance of business-critical systems. Budget for recruitment, onboarding, development and retention.
- Team augmentation: consider external specialists when an internal technical leader can prioritize work, review contributions and integrate people into established processes. Specify who manages delivery and who handles employment matters.
- Outsourced delivery: consider a defined work package when you want a supplier accountable for agreed deliverables. Establish acceptance criteria, dependencies, change control and handover requirements.
A mixed approach may be appropriate: retain product decisions internally, supplement a missing capability and outsource a bounded integration. Before choosing, ask whether the real constraint is engineering capacity, unclear requirements, slow approvals or technical debt.
Write a role brief that can be tested
Describe expected outcomes before listing technologies. For example, ask for the ability to diagnose a failing integration, improve automated tests or explain a migration plan—not simply a number of years with a framework.
The professional body CIPD’s Selection methods guidance supports structured, transparent assessment and work samples resembling actual tasks. Applied to IT recruitment, use common questions, a shared scoring rubric and a short, relevant exercise.
- Assess reasoning, testing and maintainability alongside whether the solution works.
- Test communication in the languages genuinely needed for documentation and stakeholder discussions.
- Use synthetic data and avoid requesting unpaid production work.
- State whether AI tools are permitted, then ask candidates to explain and verify their output.
Compare complete engagement costs
For procurement, build comparable scenarios over the same planning period rather than comparing a salary with a supplier’s daily rate. Include recruitment or supplier selection, applicable employer costs, equipment, licenses, management time, onboarding, knowledge transfer and exit arrangements. Ask finance and HR to validate the assumptions.
For external support, request clarity on minimum commitments, billing currency, rate changes, replacement arrangements and handover costs. Treat claims of faster delivery or savings as hypotheses to test, not automatic benefits.
Separate commercial labels from employment and data obligations
Review the actual working arrangement
The Moroccan Labour Code text hosted by the ILO contains specific provisions on temporary-employment enterprises, including articles 495–506. Do not treat every arrangement marketed as team augmentation as legally interchangeable. Have qualified local advisers check the applicable current rules, contractual structure and allocation of employer responsibilities. The linked text is a historical publication, not confirmation of all subsequent amendments.
Map data flows before granting access
The CNDP’s guidance on transfers abroad sets out conditions for transferring personal data outside Morocco and links transfer authorization to approval of the underlying processing. Do not assume a confidentiality clause resolves these requirements.
Map recruitment records, customer data, hosting locations and remote access. Ask privacy specialists to assess each relevant jurisdiction and the required formalities before sharing data. These are due-diligence checkpoints, not legal advice.
Make delivery readiness part of partner selection
NIST’s Secure Software Development Framework, version 1.1 provides a shared vocabulary for discussing software security with suppliers. Use it to structure questions rather than imply that a provider holds a certification.
Our recommended engagement checklist is to name delivery and security owners, approve repository access, agree review and testing expectations, document intellectual-property arrangements, and plan access removal and knowledge transfer. For distributed teams, also agree meeting overlap, documentation language and escalation channels.
Start with a bounded milestone and review accepted work, defects, blocked time and handover quality before expanding. Strategic partners and investors assessing a technology-services business should request evidence of repeatable onboarding, continuity planning and delivery governance rather than infer execution capacity from headcount alone.
Where Altweeb fits
Altweeb’s services include IT staffing and team augmentation, technology consulting, and software and digital product development. Organizations considering these services can begin with a brief covering business outcomes, missing skills, internal supervision, data constraints and the intended engagement duration. Scope and responsibilities should then be agreed explicitly.
Bottom line: choose the model that matches the responsibility you need to retain or delegate. Evaluate capability, complete costs and delivery safeguards together—not just the speed of receiving a CV.
